Eligibility Criteria
1. Nationality and Domicile
- The applicant must be a citizen of India.
- The applicant must be a permanent/local resident of Kokrajhar District.
2. Age Limit
- The applicant must have attained the age of majority (minimum 18 years of age).
3. Educational Qualification
- The applicant should have passed at least Matriculation (Class 10).
4. Eligible Target Groups (As per NALSA Scheme Guidelines)
- Teachers (including retired teachers)
- Retired Government servants and senior citizens
- M.S.W. (Master of Social Work) students and teachers
- Anganwadi workers
- Doctors / Physicians
- Students and Law Students (eligible only until they enroll as advocates)
- Members of non-political, service-oriented NGOs and clubs
- Members of Women Neighbourhood Groups, Maitri Sanghams, and Self-Help Groups (including marginalized and vulnerable groups)
- Educated prisoners with good conduct serving long-term sentences in prison
- Any other person whom the District Legal Services Authority deems fit
Nature of Work & Honorarium
- The role of a Para Legal Volunteer does not carry any regular salary, wages, or statutory employment allowances.
- Selected volunteers will receive a daily or periodical honorarium fixed under the rules by the National Legal Services Authority (NALSA) or the Assam State Legal Services Authority (ASLSA).
- The engagement is purely temporary and can be terminated at any time without assigning any prior reason if a volunteer is found unsuitable.
Key Duties of a Para Legal Volunteer
Selected volunteers perform grassroot community-level legal assistance, which includes:
- Educating citizens about their constitutional and legal rights.
- Generating awareness about dispute settlements through Lok Adalats, Conciliation, Mediation, and Arbitration.
- Visiting police stations to ensure arrested persons obtain necessary legal assistance.
- Assisting crime victims in obtaining proper compensation.
- Visiting Observation Homes and Children’s Homes to provide legal support to inmates.
- Making people aware of their legal issues and guiding them toward free legal aid.
Selection Process
- Application Scrutiny: All submitted application forms and testimonials will be screened by the DLSA Selection Committee.
- Personal Interview: Shortlisted eligible candidates will be invited to appear for an interview.
- Official Notification of Shortlist: The list of shortlisted candidates will be published exclusively on the official Kokrajhar District Judiciary website. No personal call letters will be dispatched via postal mail.
- Final Decision: The decisions of the Selection Committee regarding shortlisting and final empanelment are conclusive and binding. No TA/DA will be paid for attending the interview.
