The Government of Assam, through the Linguistic Minority Development Board, has once again launched the E Rickshaw Yojana Assam 2025 to support economically weaker linguistic minority communities of the state. Under this scheme, eligible beneficiaries will receive free e-rickshaws to boost livelihood and self-employment opportunities.

Eligibility Criteria for E Rickshaw Yojana Assam

• Applicant should be a permanent resident of Assam.
• Applicant should be presently residing in Assam.
• Applicant should belong to only Linguistic Minorities Community and not from Religious Minorities (Muslim/Buddhist/Christian/Sikh/Jain and Parisi).
• Applicant should ensure that they can drive the E-Rickshaw/Moped & will not be allowed to give the vehicle on rent or lease. The E-Rickshaw/ Moped if sold by the beneficiaries within 3 (Three) years of allotment will face legal action.
• To apply for this scheme, the total annual income of the applicant’s family must be below Rs. 3 Lakh. Surprisingly, applicants do not need to upload an Income Certificate during the initial application.
• Applicant will produce their BPL Card/ Income certificate issued by competent authority (Circle Officer/ Mauzadar) only if selected as a beneficiary before allotment of the vehicle.

Linguistic Minorities (Eligible):

• Bengali Hindu
• Hindi-speaking communities
• Any other recognized linguistic minority groups of Assam (non-religious minority category)

Not Eligible (Religious Minorities):

Members belonging to any religious minority community cannot apply:

• Muslim
• Buddhist
• Christian
• Jain
• Sikh
• Parsi

ST Category Not Eligible

Individuals belonging to Scheduled Tribe (ST) communities are not eligible for this scheme.

Age Limit

The Applicant should not be below 25 years and above 50 years of age as on 01-01-2025

• Minimum Age: 25 years
• Maximum Age: 50 years

GUIDELINES FOR APPLICANT

1. Applicant can select one item e-Rickshaw or Moped .
2. Applicant can select one item e-Rickshaw or Moped .
3. Beneficiaries would be selected based on population of Linguistic Minorities district wise. Selection will be based on DRAW by competent authority after proper scrutiny of the forms received online by ALMDB.
4. The main aim of distributing these E-Rickshaws is to provide a source of livelihood. Selected candidates must sign an agreement (undertaking) stating that they will use the vehicle for commercial purposes and are willing to link it with app-based services if required.

Who are not eligible for this Scheme ?

Household & family members who shall be automatically excluded from the schemes:

• Panchayat & Urban Bodies: Change to Individuals currently serving as members of Panchayati Raj Institutions or Urban Local Bodies cannot apply.
• Govt Officers: current or retired employees/officers of the Central or State Government are excluded.
• Ministers/PSUs: People working in PSUs, Autonomous bodies, or directly under Ministries/Departments are not eligible.
• Cooperative Societies: Regular employees of registered Cooperative Societies are also barred from this scheme.
• Professionals : High-earning professionals like Doctors, Engineers, Lawyers, CAs, Architects, and registered Contractors cannot apply.
• Income Tax: If you are an Income Tax Payer, you are not eligible.
• Land Owners: Farming families possessing more than 15 Bighas of agricultural land.
• Vehicle Owners: Families who already own a Tractor, Four-Wheeler, or a mechanized boat are strictly excluded.

The application process will be completely online.

3. Register using your mobile number and email.
4. Fill out the application form with accurate personal and community details.
5. Upload required documents such as age proof, address proof, caste/linguistic certificate, and identity proof.
6. Submit the form — no fees required.
7. Take a printout or save the acknowledgment copy for future reference.
